Speaker: Adrian Hale
In this lecture Adrian Hale, Head of Anti-Money Laundering – Combating Terrorist Financing (AML-CFT) from the Guernsey Financial Intelligence Service (FIS) will provide an update on the role of the FIS, Suspicious Activity Reporting (SARs), Terrorist and Proliferation Financing Update, Case Studies relating to AML/CFT and New Initiatives for 2019/20.
Adrian is responsible for working with key stakeholders to design, develop and implement legislation, regulation, policy and procedure to ensure that the Bailiwick of Guernsey has the necessary framework to demonstrate compliance with international standards.
The Economic Crime Division (ECD) comprises of three teams:-
FIS is responsible for the receipt, development and dissemination of Suspicious Transaction Reports and development of cases for criminal investigation. The Financial Criminal Team is responsible for the investigation of money laundering offences and financial and economic crime. The International Co-operation and Asset Recovery Team (ICART) deals with asset recovery, both criminal and non-conviction based, and requests for assistance from foreign judicial authorities in criminal matters and develops cases from those requests.
Adrian has extensive experience in Anti Money Laundering and Combating the Financing of Terrorism having worked in all areas of the The Economic Crime Division including non conviction based forfeiture.
